There are different categories of being Targeted, whereby the Targeted Individual (TI) is placed in many different Experimental Protocols. For some Target's they experience what is known as extensive Voice to Skull or Transmission of Voices or Sounds from an External Mechanical means.
I do not get this type of Targeting, so it is difficult for me to detail what their experiences are, although they are quite prolific in explaining what it is like for them, but I do get Projected External noise, which is recordable. For the TIs who get the Voice to Skull, it is near impossible to record what is happening to them.
Also note, if a TI has been implanted in the Temporomandibular Joint (TMJ) it would facilitate this type of EXPERIMENTAL Targeting, by way of either direct transmission like those Targets who sustain 'silent transmission' or constant Voice 2 Skull, or like other Target's such as myself - the ability to Amplify - External and Recordable noise.

Darpa plans to use EEG to read the brain waves. First, try to map a person's EEG patterns to his or her individual words. Then, see if those patterns are generalizable -- if everyone has similar patterns.
