Based Upon this Title 18 United States Code 2340 - The Utilization of any Neurotechnology in particular when it has been weaponized and utilized in a military offensive  manner - is an Act of Torture -

As these weaponized, military offensive use of biological-technological weapons of mass destruction, when activated do in fact  profoundly with coercive mechanical and other tactical force - DISRUPT MY COGNITIVE, MOTOR, CENTRAL NERVOUS SYSTEM and or BEHAVIORAL FUNCTIONS - it is in fact TORTURE when weaponized and used offensively, these neurotechnologies are being deliberately blasted upon and against my person without my consent, against my will, and as a hostage who basically has had their brain and human biology trafficked to these biological terrorists -

IT IS A FALLACY AND FALLACIOUS LIE BEING SPREAD THAT BECAUSE IT IS BEING INFLICTED AND OR MONITORED BY MEMBERS WITHIN THE MEDICAL/BIO-MEDICAL/BIO-TECHNOLOGICAL/AI/ACADEMIC/LEGAL/RESEARCH/DEVELOPMENT AND OR CLINICAL TRIAL COMMUNITIES AND OR CIVILIAN POPULATION, IT IS SOMEHOW NOT TORTURE -  - ALSO, BECAUSE IT IS NOT BEING UTILIZED TO ENHANCE MY COGNITIVE, MOTOR, CENTRAL NERVOUS SYSTEM AND OR BEHAVIORAL FUNCTION, BUT BEING PUNITIVELY AND ABUSIVELY USED TO DELIBERATELY INFLICT PAIN, SUFFERING AND OR INFLICTED TO EXPLICITLY DISRUPT AND DEGRADE MY COGNITIVE, MOTOR, CENTRAL NERVOUS SYSTEM AND OR BEHAVIORAL FUNCTIONS AKA ONE'S SENSES - IT IS TORTURE!!! -

IN ADDITION, BASED ON HOW IT IS BEING USED UPON AND AGAINST ME TURNS IT INTO A MILITARY GRADE BIOLOGICAL-TECHNOLOGICAL WEAPON, WHICH BELONGS TO THE DEPARTMENT OF DEFENSE - AND OR THEIR CORPORATE COUNTERPARTS - HIDING BEHIND THEIR BULLSHIT HYPOCRITICAL FRAUDULENT LIE/s or FALSE LIGHT, PROPAGANDIZED NARRATIVE/S THAT IT IS FOR MEDICAL/ACADEMIC/LEGAL/RESEARCH/DEVELOPMENT AND OR CLINICAL TRIAL COMMUNITY PURPOSES AND OR BEING INFLICTED BY THE CIVILIAN POPULATION/S - CAN SOMEHOW ABSOLVE THESE SADISTIC MONSTERS FOR WHO THEY TRULY ARE AND WHAT THEY HAVE DONE TO ME. Also, the utilization of family, and or known friends to give the false impression that somehow what is being done to me is less harmful or benign is just another white-washed and sanitized psychological warfare methodology.  This includes, but is not limited to the setting in motion pre-programmed triggers, set off anchors, etc. It never has and does not change the underlying fact of what is, has and continues to transpire upon and against me, and my person, and none of these family members has ever had or will ever be given willing permission to usurp my rights, in particular, when it comes to non consensual human experiments and or what is and continues to be done to me.

As used in this chapter—

(1)

“torture” means an act committed by a person acting under the color of law specifically intended to inflict severe physical or mental pain or suffering (other than pain or suffering incidental to lawful sanctions) upon another person within his custody or physical control;

(2) “severe mental pain or suffering” means the prolonged mental harm caused by or resulting from—

(A)

the intentional infliction or threatened infliction of severe physical pain or suffering;

(B)

the administration or application, or threatened administration or application, of mind-altering substances or other procedures calculated to disrupt profoundly the senses or the personality;

(C)

the threat of imminent death; or

(D)

the threat that another person will imminently be subjected to death, severe physical pain or suffering, or the administration or application of mind-altering substances or other procedures calculated to disrupt profoundly the senses or personality; and

(3)

“United States” means the several States of the United States, the District of Columbia, and the commonwealths, territories, and possessions of the United States.

One of the Definitions relates to the 'threat' of infliction - because neurotechnologies is a non -surreptitious biotechnology - it means the Targeted Victim can feel it being activated and feel the radio frequency electromagnetic pulses being applied to specific regions of the brain.  In the case of the DARPA N3 - it is whole brain, not unlike someone placing a cap on your head and sending full charged radio frequency /electromagnetic charges to the entire brain.  This latest biological-technological weapon of mass destruction is far more insidious, covers a greater range of the entire brain, and is more deadly to the victim being blasted indiscriminately -
