Upon reading the latest Intercept article in reference to the Snowden Leaks about Five American's being Targeted for Surveillance, it started to really sink in about not needing a large number of "Targets" so much as those Target's having a Diverse Email Address and Contact listing. Not just Diverse in terms of ethnic background, but Diverse in the sense that they Covered SEVERAL different Individual's Connected to Different Groups, Organizations, etc.
The following Two Article, really begins to pattern out for me a Targeted Individual more into how it technologically can unfold.

though acquainted with Individual's associated with NGO Peace and Social Justice groups at the Local and National levels, but was not directly affiliated with their Groups/Organizations.
A person, who sat on the Steering Committee with a Coalition of Non Government Organizations (NGO's), putting together Agendas, and Calls to Action to raise awareness, and lobby the Los Angeles City Council to pass a resolution in opposition to various provisions within the USA PATRIOT Act that we felt violated the fundamental rights and liberties, of citizen's and non citizen's, alike, thus having digital (E-mail addresses) connections with various Individual's, who had connections to not only their Organization, but also, Other Individual's and/or Organizations, and those people having connections to other Individual's and/or Organizations. (Three Hops)
The following is from the Years, 2003 - Upon working with a member of one of these NGO's to Design and Implement an Anti-USA PATRIOT Act Online Petition, and a Call to Action E-mail that was sent out to several NGO's for sponsorship and assistance.
What begins to Unfold is a more Visual Picture of What the "Three Hops" Truly can look like, but in the Year, 2003 - it may have been more about how to Design and Program such a Technologically Advanced Mapping System. Based upon the 2nd Image, think of just how many Connections they could start to Map out, and literally track from a Single Target's Address Book, a non public figure, not directly affiliated with, just another average citizen, and who was/is disposable, and could be discredited, while they used and abused them for Target Practice. (Remember, you cannot see a radio frequency/electromagnetic pulse, or the generation of a continuous radar waveform for Electronic Warfare & Computer Network surveillance and attack capabilities, but your electronics react to it, and the human target sees it, and sometimes... feels it)
And, the below list of Sponsor's by the time the, 2004 Los Angeles, CA City Council Resolution was passed, had grown even larger.
For this particular event, I was the Logistic and Security Organizer, thus having to work with City Officials, Police, Streets, Transportation, and National Lawyer's Guild in order to negotiate and secure a location, obtain the permit for the event, in addition to working on any other security issues.
It was during the organizing of this Anti-War Rally, that a younger male in the group, who upon reflection, must have been an Informant and/or Government i.e. Law Enforcement, Military, Alpha Agency employee who had Infiltrated our Grassroots Organization, began INSISTING that I made sure I became more public by way of doing Television or Newspaper Interviews, to basically get my face and name out there because I did too much Organizing behind the scenes.
Since, that was not what I did with this grassroots organization, and because we had a Media team, it seemed odd that someone would be so vocally insistent that I should do such a thing, but it now appears this person believed if I did not, something was going to happen to me, and if I got my name and face out into the public sphere, it would protect me. Little did this male informant know, that by saving me on that occasion, I would be placed on another List for Targeted Experimental Slow Kill.
